Something wrong with new paypal account

Hallo
I opened new Paypal account, and it is real one, not stealth. Account in Lithuania. I added credit cart, wrote 4 digits and now it verifid. BUT PROBLEME IS:
I did not get 1.5 euros back;
I cant send money to another paypal account, all time I getting message You cant send money....
What to do? Do you have any suggestions?

The test charge of 1.5 euro will now be issued back to the CC or VCC.

they changed this up a few weeks ago, they no longer deposit that into your PayPal account.

When you first do the test charge you will see the charge usually in pending status, and it usually stays there for about 2 days and than gets returned to the cards balance.


When you try and send money right away on a newly created account , sometimes you will not be able to, this is just a security measure, you need to wait a few days and you should be able to send funds

How long does it usualy take to wait? 10 days? 30 days?

Dmshark25 it correct, regarding the time i think depends on the other account that you are sending money as well. NEW paypal to NEW paypal and they will not let you send payment, it is suspicious activity for paypal
