Multiple accounts

Hola amigos!
I have 10 PayPal accounts and I need more, around 30. How should I proceed.
I understood that is not recomended to use a shared/public VPN, is better to use a dedicated VPN/VPS to create new paypal accounts. Is this true?
How can I get cash out of all the paypal accounts without linking them to each other? Should I use Escrow Website or what?

Out of question, why do you need 30 accounts? Seems like a lot more than most people would need

What country is this on? A lot of countries need a bank account to withdraw funds

Some categories you can only sell once a month which at one time had 100 accounts to sell, which isn't really that much if you're only selling 1 item per month, now 5 or 10 is plenty since I no longer sell products in that category.
