Hallo, I have my real account, and it was new (2 mounths old). I found ad on enternet and payed by paypal. Bu I did not get the item, seller did not communicate and I opened case, escalated to clame and after several days got message tahat case closed not in my favor, account permanently limited. Message i got:
We cannot support this claim because we've reason to believe you engaged in an activity that we prohibit, as outlined in section 9.1m of our User Agreement.
What to do? How to got my money back?

Same as everyone else - first thought was an account with 9.1 Million in it limited.
Would have ended up on the news.

It was ad on Internet, in Lithuania. One guy wanted to sell Iphone, But he is from another city. So I asked him to let me pay by paypal. And he had to sand item after payment. But in 2 weeks I did not got anything. Tryed to call to seller, but phone was off. I opened case, and escalated to clame. After 4 days got letter from paypal that account is suspended and reason was: "We cannot support this claim because we've reason to believe you engaged in an activity that we prohibit, as outlined in section 9.1m of our User Agreement. "
It is NOT stealth account, it is real account.
I wrote letter for paypal, but answer was: "We will not change decision".
I do not cnow what to do, how to get my money back?

If this truely is a genuine transaction, then you need to contact your bank or credit card company to have them reverse the funds

Yes, it was genuine transaction, I used my debit card. Do you think it is it possible to get money back from bank?

I would call PayPal back and tell them that I was just trying to buy something and ask them what the alleged violation was. Seriously. Because section 9.1 of the PayPal user agreement is so broad, it could apply to anyone at anytime. It is like their escape clause. It covers everything from selling counterfeits to having a low credit score (what they consider low is not defined) and could conceivably be used against anyone, since there is certainly at least ONE thing they could claim applies.
Section 9.1m reads that you will not: m. Cause PayPal to receive a disproportionate number of Claims that have been closed in favour of the claimant regarding your Account or business;
I cannot see how that applies here. My guess is that PayPal thought the transaction was fraudulent. Either that or the account you sent it to is having problems.
When stuff like this happens, you sometimes have to call back a few times. Because some reps are nicer than others and some will genuinely try to help you while others just read off of a script.
The OP said he called PayPal and they refused to reverse their decision. I'm guessing the rep said something like PayPal closed the account due to some violation of section 9.1m and could not be appealed and thankyouforcallingPayPalandhaveaniceday click
Seriously, people get accounts back by calling in 3 or 4 times sometimes. One account I desperately wanted to keep open and I called in and got the same response you got. I tried 2 more times and no luck. Then I called one more time and and made very subtle noises like I was crying. I told them I sold something on eBay to buy a present for my sister for her birthday and they have just locked up my only money for 6 months and asked them why is it that when a person is down, every company that person does business with wants to severely restrict your options? Don't they understand how hard it is for an average person to scrape together $200? I've taken all kinds of odd jobs to cobble that money together and worked my butt off and now PayPal just arbitrarily decides to shut down my account and could I just give them my driver's license or something to verify my account??? I gave an Oscar level performance. The rep gave me his supervisor (a female) and I backed of the weeping stuff but still sounded really upset and my voice was cracking, like I had been crying. With my voice quavering I told her I offered to upload a copy of my driver's license and utility bill and whatever else they wanted, but the rep told me they couldn't do anything for me since I was not in their public record database and the decision was final and I asked if it was a crime to be 18 years old and not have credit cards and loans. Then I turned up the tears and told her I just wanted to get a really nice gift for my sister for her birthday since she spent Christmas in the hospital fighting cancer. By this time I was BAWLING that is wasn't right and how could PayPal do that to people and why is my government issued ID no good for identification, but that some public records database was somehow more secure? Then she told me to please calm down, that she would try to help me. She asked me an eBay type question that threw me - was there a park on my street? I said yes, at the end of the block and she said well, obviously you know the area (I was guessing) and that she really wasn't supposed to do this, but thought that the special circumstances made it OK.
I still have that account. Never had another limitation on it.

Debit cards do not have to offer the same protections as credit cards, but many banks do. It is worth calling to ask your bank.
At least, that is the way it works in the USA. But still, call them. What have you got to lose?
It IS a bit weird that as a buyer they would not cover you for the loss. Especially if they can verify your identity. But PayPal works in strange, mysterious and unfair ways.

No, it was good account, no clames on or a lot of transaktions. I have read Ebay stealch and know how to operate account, but it was limited after I opened case " item not reseved".
I called one time, but answer was we cant halp , you have to read user agrement.
Today well try to call agane.
