You have a profile with the bank comprising all your vitals, name (including historic), address (including historic), DOB, NI number (if you ever provided). When you apply for an account online or in person these details are matched and the accounts are all pulled under one profile.
Profiles remain for a good number of years (it’s something like 10+years) after all accounts have been closed.
I would hazard a guess that all the details do not exactly match those given originally. I guess it could also be possible that they forgot to put a flag on your profile preventing new accounts. It’s also possible they forgot to put any notes on your profile but that’s hugely unlikely.
If on your online banking you can see your old accounts (closed recently should still show) I wouldn’t put any trust in a new account. It may live for now but as soon as someone has a look (and let’s face it they are bound to look when you have money in there) you will get slapped with a security stop.
