Hello,
I use only PayPal with out ebay some time paypal work withou 21 days held.
My experience is when create PayPal after 60 days 21 days limit is removed?
Any other experience?

Paypal and ebay list the requirements for removal of those limits.
For ebay transactions the minimum requirements are:
1. 90 days from date of first sale
2. 25 positive feedbacks (or is it 25 sales? not sure)
3. $250 total in sales.
Mind you these are minimum requirements and the holds might still persist after that point.
The requirements for off ebay transactions are less severe I believe but I cannot remember them off the top of my head so try googling for those (unless someone else remembers them and can post them here as well).

Even those requirements are not set in stone. I think if you sell in a different category on ebay you may get holds as well. I tried selling a new item in a new category than usual and I got holds again.

This particular account has surpassed these metrics mentioned above.

I have accounts 12+ month old with hundreds of transactions and perfect DSR that still get holds for no reason, one account got the holds like 4 times.

i am selling out of ebay, and i have no hold on US payment, but i have hold on 95% of UK payment. I think it is because laws for buyer protection are stronger in UK

These holds have much more to do with paypal protection than buyer protection...

Why only my UK customers ?
I sell to us, ireland, belgium, france, estonia ... but only UK payment are hold
It's really ununderstandable to me

It's paypal when you sell on ebay, rules are diferents when you don't use ebay, even if i don't understand why ...

Probably because hmrc and friends are the worst tax authority in any first world country and happily let paypal do what they like lol. In the US they seem to get sued for holding money every few months because its not actually legal
