Default Blocking Unwanted People

I did a search for this on the web with no success.

Is there a way for me to block SOMEHOW a range of IP addresses from viewing my listings, I know they'll be able to see them in the search results grid, but can I kick the individual out somehow?

Does eBay allow scripts in the HTML, how about through an iframe?

I've had some professional consulting tackling this issue, they came up with making the listing 'an entire image' (jpeg, gif, etc) and hosting it on my site, that way I'd have the ability to block the content of the listing to specified IPs.

The issue is that the 'ebay thumbnail' would still show up, and anyone could still bid and buy the item.

P.S. The IPs are foreign, not US.

QUESTION 2: How easy is it for someone say in India, or China to setup a new U.S. based (pseudo) buyer account

I've read somewhere in these forums about the ability to block certain ip ranges; though I can't seem to find the thread now. I know Jack was talking about it; he might be able to help.

ebay doesnt allow image listings because you can avoid their detection software by doing that
