Paypal is considering my account as seller account

I am Non-US and created standard US based paypal account using HMA VPN and added Suntrust VBA. Every thing is fine.

Then I transfer $15 from my other 3 years old working account to new one because I need to pay at one site from new account. But in new account it says that funds will be available after 21 days and I ship goods.

I did not open business account, its just personal account. How to get rid off this situation?

I need 2 more paypal accounts to to pay at one site using different accounts but this first one is not working.

You have just been hit with 21 day holds. Happens to nearly all PayPal accounts

Just have to wait it out, no way around it

HMA is also not a good VPN to use

Today I logged into my Paypal account and just check few things.

To remove 21 days limit I need to "Confirm my Identity" and it requires to attend phone call however I can't attend phone call because I used ⊗⊗⊗⊗ phone number.

I want to ask, will Paypal guy talk to me or I will just receive code via SMS and I have to enter code there?

If I just have to receive sms then any free sms receiving service where I can receive sms and verify my identity?

Please guide me on this issue.
