Paypal requested ID to confirm my account for withdraw money

Hello, today I called paypal to attach my bank information
and they requested ID to confirm my account. ( They couldn't find any public information and requested info)
I don't have an id and it is stealth account.
Any idea how to get those money ?

and I don't know the VCC cvc code

and I cannot add another VCC
