1st payments going threw and 2nd payments being held?

Are you guys seeing this also? For most accounts my first payments are going threw and 2nd payments being held. Lately this has been happening to me.

Happened to me a few times. The holds continued after that until the 90 days passed.

For the record mine were on eBay transactions .

paypal has quite changed its patterns.

Even off ebay transactions are being subjected to more scrutiny...

And at the same time, ebay ones are getting the same.

Account creation plays a big role on this.
