I'm begining to think that is more likely than to get a non-blacklisted one.
Besides I believe that stealing a signal this way is now illegal and they are actually prosecuting people.
I think I would rather just drive around looking fo WiFi hotspots...I think you can even Google them and get maps now.
go to any starbucks in your town, they all have t-mobile hotspot.
connect through their server (Static IP all of them <<this is by test>>) .
use AOL to get access to your Ebay/Paypal account.
Do not connect directly to your account from Firefox or Internet Explorer and try to sell something (their IP is in Pennsylvania).

Who's IP is in PA and who is charging the fees you mention?
I have yet to use a WiFi hotspot, but I know in my little metro area (200,000)there are many of them at all different kind businesses and there is no charge, heck probably don't even have to go in and by a cup of coffee. Can probably just sit out in the car.
Also, If you are passing through AOL, why would you have to use a hotspot? I thought the whole point of using AOL was because of the proxy issue changing IPs for you?

Yeah I hate when people steal my internet. I've gone to the point where I take off the antennas just to stop the long rangers. Oh well... I eventually disabled wireless and wired everything.

How can they steal your signal if you're (I'm assuming) securing it i.e. wep, wpa, etc?
Not encrypting your wireless is like playing russian roulette. Anyone can use your IP address for any crime activity (Credit Card fraud, child porn etc) If the law comes looking, it will be at your door they knock on. Not to mention, any shared files on your network are viewable by anyone who taps into your wireless connection.
