PayPal can do it they just choose not to offer it

Theres no regulation preventing it, but if they do so they are making the USA even more appetizing to stealthers with no real benefits to "normal users".

besides if it has to be tied to a bank that makes additional problems regardless. a VCC wouldn't be feasible.
