Depends of what you doing. It's a system, and it's operated by people from india. Which is a good thing when it comes to cheap service, bad thing when it comes to improving your country's economy.
So, I receive item not received dispute.
Do I have delivery confirmation number? YES, I supply this number into their system, leave a message, quoting delivery confirmation number and what USPS system says. Then I just leave him a lone, maybe he's a newb and does not know that he has to escalate the complaint.
NO? You don't have delivery confirmation number? Is the item cheap? Refund his money, move on. (read my tooth healthy and stress article in Everything Else forum). Expensive? No sweat, come up with a delivery confirmation number, like send something to an address near him, a valid address, send an empty envelope lol. Provide that number.
If he's a newb, he won't escalate and you win. If he's not a newb or can read, he will escalate and you should still win, because of delivery confirmation number.
Once he done with his rage, unmarked payment received, file payment not received complaint. Unless he's a seller, then you buy 5 cheap items from him.
P.S. I can imagine you are sending DVDs or something? Like some conspiracy movie?? Well if you using First Class mail, there is a way to send it via First Class and get an .18 delivery confirmation. That way is not available at the post office, they charge you a lot more for that. I use endicia.com software.
