If you have used any previous suspended Paypal accounts on your phone you will want to do a complete restore wiping all data first. If not then you're good to go.

Its best to just avoid the APP all together.

When you use the PayPal APP they know nearly everything about your phone and what it does so you could end up getting linked.

Hard resetting a phone doesnt mean that the phone can then be used with the APP. The IMEI number wont change with a hard reset

This is also true. If you can help it, you may just want to stick to using your computer.

scenerio is I have 2 valid Paypal accounts. 1 I've had for 10 years probably with my social on it. This one is blocked on Ebay because I tried to help a friend out and it backfired on me. My other is verified through my Tax ID number and my PObox as address, majic jack phone number which is the one I use on ebay so the 2 accounts are valid I can call in and all that good stuff. I just don't want the 2 linked in regards to ebay but was hoping that the app could be used for one and the web browser for the other. Probably safer to only use the device for 1 account. It's a new phone so it's paypal virgin still lol
Thanks for the input

I use a small Acer laptop that is a little bigger than a tablet. I take it with me just about everywhere in my bag. The keyboard disconnects and it have be used like a tablet.

It is probably safer to go that route b/c you can change your user accounts.

However I have heard there is an App you can download to change user accounts on your mobile device. I have no used it but others have used with success. I am make some trial accounts and try to access from my phone and see how long they last.

Stay away from the ebay/paypal apps.

You can find apps such as Switch and others for multiple user accounts but for almost all of us, a laptop is a lot better for stealth accounts.
