PayPal dropped my country, how can I circumvent it?

PayPal is no longer operating in Turkey due to a scuffle with the government. I was only using it to pay for stuff and subscriptions, I'm not selling anything or such.

1) Can I somehow open an account from a different country? What would I need for that?

2) If yes, can I still connect a Turkish credit card to it? If no, how can I put money in there to spend?
