For the record...I sell ref. phones on ebay, and my return rate for my category is pretty low..about 4.5%
I get a call from paypal then an email stating that my account will just be under evaluation for 90 days and that as a safety measurement paypal will be taking 3% out of every sale and holding it in reserve until the 90 days are up.
Whats this all about?
3% is alot..
My ebay account is in very good standing with 100% positive feedback.

It may be a matter of perspective, but for selling phones ranging from £250 - £500 (if their smartphones your talking about), I think 3% is very generous.

And I haven't even mentioned the people who will simply lie to return the item because they just dont need it anymore

I have to agree with Play though. At least they didn't give you a monthly release amount of $5k or some absurdly low number.

9/10 times its automated and an actual human customer agent usually will see this and agree/remove when you call and challenge.

Retailer, if you're still around, all things considered you're extremely lucky.
So many other much worse things that could have happened. I know that 3% is going to be a major nuisance, but at least they trust you enough to let you continue selling in your niche. And, at least it's only for 90 days. Some accounts have rolling reserves forever..

It doesn't matter what you sell, I don't think 3% is even worth a mention. Sure, if someone sells iPhone chargers and light bulbs and makes 0.5% profit per item, it can be annoying.... But surely 3% is just "meh... another day in the office" type of thing.

3% is nothing
That's due to your increase in sale
I remember they put 20% on my account for 45 days and after 6 months reduced to 10% and then totally removed
3% is nothing to be honest

3% means they have a lot of faith. In my very limited experience with this it was 25% for 6 months. 15% for 6 months, 10% for six months and 5% for the last six months.
Some people never get the reserve removed.
I have not seen anyone mention one so small as 3%
