Bank account and PP withraw

Hi guys
I have a stealth eBay account and 2 pay-pal account in which one is linking to stealth eBay and one is transferred from the account linked to stealth ebay account. it is my legal account linked to legal my bank account
I transfer money from PP stealth account to my legal account without any problem, but i got limitation when transferring from PP legal acc to my bank account (limitation is 1000$/month)
does my bank account file to IRS if total amount withdrawn from my legal PP into bank is greater than $ 5000 (each month is 1000$, 5 months should be 5000$) or filed by $10,000 rule
I am the international student with personal bank account form BOA

For clarification, the paypal with the money in it is now limited? Why would you not add bank account to your STEALTH account and do smaller withdrawals? Forum does not recommend transferring between paypals on the regular...
