It's advisable to try it again after 24-48 hours, just smaller amount if possible, after clearing the cache and cookies, by pressing Control+Shift +Delete -> Delete everything.
If you're still facing the problem even after 72 hours in one attempt, please don't try to send it twice. You should contact us.
We might need to call in to get PayPal's representatives to manually do it if it won't work after a couple of days.

I had this happen too. Do you have any open disputes? I have the phone and can get text for everything except this it fails and says number is not in my name. Had a open dispute Withdrew to bank and over 48 hours still pending.
