Money limited in US pp, is there any hope?

So my account with like 800$+ has been limited and they require bank confirmation/credit card ( i already added it, i don't know what they want - maybe papers or sth?) and personal ID verification.

Obviously since it's a stealth i can't do that.. I hoped i was gonna transfer money before something like this happened but nop...


So the question is.
1) Should i just refund everybody ? (better to lose money than to let PayPal have it)
2) Is there any option to withdraw to US bank acc after 180 days? (i am not from US)


Any suggestions?

Yes you can withdraw to us bank after 180 days. But need to be us citizen to open a account or use your passport. You cant send refunds while limited. So basically what will happen is all returns on ebay will have to open cases to get the customers refunded!
