paypal for buyers

hi i want to set up a paypal account specifically for buying items on ebay, are there any limits or restrictions to what I can do and will paypal ask me for any sort of ID ?

PayPal can always ask for ID

You would be best bank verifying the account even if you are not going to withdraw from it as it does make it stronger

You seem online and hopefully you might help me. OP, this will help you too so I am not hijacking this thread anyway. Anyway, the question is:

Let's say I want to open stealth paypal only. What country would you suggest me to choose? Which one doesn't easily get limited, for say doing $5000 +- transaction per month? Easy way to verify it? Won't they ask for Verification ID and stuff - or even call you?

I know there are lots of question. This will help others too. Would really appreciate if you could take your time to help us.
