AVS means Address Verification System! and it depends on the card itself (particularly Card issuer) not the country of the PayPal account.
PayPal is asking for ID on all EU PayPal accounts including the UK in order to lift the €2,500 receiving limit per year. (as they can also ask for docs if your account is limited before reaching the limit)
In the US it's different, they Ask for SSN/EIN.
In order to link a Card to PayPal on any country and whether it was AVS or not, PayPal will debit a small amount and include 4 digits in the transaction details, in order to verify that you are the real owner of the Card. Quote:
