Steady increments is the best way. Don't take it all in one shot. Also don't leave your balance at $0 when you withdraw so it would be best to leave around $400.

I have always withdrawn whatever amount I wanted. If you haven't done anything wrong, there's nothing to worry about...at least for me.
whatever amount you wanted doesn't make any sense in regard to OP question, have you withdrawn 5,000 in one withdrawal on a fresh account? this would definitely get your account limited.
So, the best way to properly withdraw funds from PayPal is by establishing a certain level of 'PayPal trust' by starting with small amounts and increasing them slowly. This may depend on the amount in question...

Actually I have. When I first created one account, which by the way is one of my strongest accounts now, I sold an item that ended at $4900. The account was 2 weeks old at that time. Delivered the item, money was released to me after 3 days and I withdrew 4700 right after that. Had no problem, other than it taking 72 hours to go from "pending" to "completed". I have done similar things on other accounts too, amounts of 1400 - 3600. However, these are all legitimate items. If you are trying to do this with high risk foofoo items then you probably wont make it.

All what I'd say it's not the best advice one can give to someone asking how to properly withdraw from PayPal

Like I said, the account that I did that on is one of my strongest accounts now. Top Rated and Power Seller within the first 2 months. Can anyone and everyone withdraw like that on a new account? Probably not. But I personally have not had a problem with large withdrawals. They just take 48 or 72 hours to go from pending to completed.

What am i doing wrong
You aren't doing something right then...because if you properly verified your PP account with card and bank account, you won't have any withdrawal limits.

I think since there is 21 day hold in place it's just completely natural to withdraw everything available, merchants need money to run business.
Especially if there is more money in pending balance.
