Default Paypal - can't pay, no info!

Hi everyone,

I have a problem with my Paypal.

I added a Mastercard debit card a few weeks ago, I used it a couple of times to pay for stuff on Ebay, the card is verified, and there is money on it, but suddenly Paypal won't let me send money!

I get this message:



I already have a verified card attached to my account, why does it tell me this??

I tried to upgrade to a Premier account, which changed nothing.

I went to the Help link and searched for my problem, and this is what it told me:



... but ever since I upgraded to Premier, there is no such button on my Overview page!! (And before I upgraded there was and I went to it, but there was no information.)

Then I tried searching for another possible answer, and this is what the Help centre told me:



... but there is no such option in my Resolution Centre!!

I also tried to top up my PP account, but it won't let me. It just takes me to a page with my old card's information and tells me all about topping up, but there is no "continue" or "click here to top up your account" button or anything.

PLEASE HELP!!!! I sent PayPal an e-mail asking what's going on, but I haven't gotten a reply. I need to pay for stuff!

Why does that print out say the expiry date is 01/ 2009? Your card is out of date. You need a new card. Check that first.

That's just the default thing that comes up before you add a card. The reason my name is already on there is because they assume the card will be in your name.

It doesn't seem like your account is limited, hence no resolution needed! May be it's something with your debit card, did u check the balance on it? Sometimes it may happen you got in a charge you forgot about, so you reached your "spending limit."

Another thing you can try is go to Profiles-Add Debit/Credit card and add one of accepted cards by PP and see if you can than send your payment than. It appears like this is exactly what PP wants you to do...add another card with some money on it..

I know for 100% fact that there is money on the card. There is a slim possibility that the weekly limit has been reached on the card, so I will look into that. But I would have expected that message if that was the case; the fact that it says "send money" suggests to me that it's a Paypal thing rather than a card thing.

Also, I don't have another credit/debit card with money on it, so I can't add another card.

Maybe u have to complete in the expand use program. did u do this already?

You can go to your grocery store or Wallgreens or gas station and buy $20 or $25 gift credit cards that are Visa/Amex. Search on the forums which cards work the best.. I still think you need to check your statements on your card first (Have internet access to check the balance?) and than go from there... It's easy to add another Visa card this way. PP don't check names on it...but you may need to register it after purchase to match zip code. Try it, it worked for others....

A member of the forum here, Earlt, sells Virtual cards, his website is Visavcc.com

I have used his cards and can say they worked without problems.

Just a little update...

So it looks like my account is fine to pay for Ebay stuff (I just bought two items off Ebay without any drama), and the card that is attached is fine (I used it to buy groceries yesterday), but it still won't let me send payments to individuals.

I received this reply to my e-mail that I sent yesterday:

"Dear [****],

Thank you for contacting PayPal in relation to the issue you are having
while sending a payment.

Upon reviews of your records, I inform you that the payment for
24.00USD, you have been trying to send to [***@****.com], since
yesterday the 27th March 2009 and today the 28th March 2009, have been
stopped by our internal security system.

We employ complex statistical models to identify patterns of behaviour.
This is similar to the way banks and credit card companies identify
patterns of behaviour that are out of the ordinary when approving
individual transactions. When our system does not allow a certain funding
source for a transaction, it means that there may be a higher-than-normal
level of risk associated with the transaction. This may include but is not
limited to a transaction being challenged to be unauthorised. Please be
assured that this is a standard procedure for all transactions going
through PayPal and it's carried out in accordance with our User Agreement.

We regret any inconvenience this may have caused and would like to ask you
to initiate the payment at a later date or use another funding source."



Now, what does a "later date" mean?? I tried just to send it now and it still doesn't work.

When you sign into paypal does it say about the status of your account & what type of account you have
