I'm confused, are they holding as in pending or are you limited and you cannot get the money? Give more info about your account.....
What happens is that....if you sell an item that isn't something you normally sell or is of higher value than your regularly sold items, PayPal will automatically put a hold on those funds, it's become standard procedure lately.
Will they put a hold on everything i sell now? I am dropshipping, and this hurts me bad lol. The account is over a year old. Never had any problems with it.
Don't know what to tell ya really, I don't know what you sell or were selling before the dropshipping so I can't really say why....but I'm sure they seem a difference in what your selling and basically they are protecting themselves.

When your selling methods change, PayPal reacts. They take steps to protect themselves first second and third.
You need to be aware of this but try to go in selling as usual.

Only answer: they could possible - depends on whether your account remains "on risk" to Paypal as GB said.
