What should I do? I tried going incognito, pay from phone, pay from IE, pay from mozilla and pay from portable mozilla

Youll need to give us a lot more details about what youre trying to do.
How old is the account?
What is the amount you trying to send?
What is it for?
What is the source of funding for the payment?
Im guessing its a newer account which will explain your problem. Paypal doesnt trust you and will not let you send payments until you. Patience is key when it comes to stealth and you would do well to remember that and plan around it - at least if you want to succeed and keep your accounts for the longer term.

How old is the account? 1 month
What is the amount you trying to send? ~55$
What is it for? adding funds to an online wallet
What is the source of funding for the payment? 2 payments received - one was under review and it was released.
I sent $50 before too.

I sent money from 2 accounts to another account, now it just keeps telling me this. It's been already 48hrs since I received the payments and trying to pay

Oh wow - so you are transferring between OTHER accounts...this is dangerous to do repeatedly. Your account may be flagged because of this and that's why you can't do any more "money-moving". There is proof that repeated activity like this can lead to limitation.

Called them because of this. They told me I just need to add a card and confirm my acc with it.
Is it a good idea to use a card I used in past on another paypal account?(but didnt confirm that account with this)That paypal account was clean, legit

"Linked" in this case meaning "associated". The card will be what the accounts have in common and will affect the legit account if something goes bad with the non-legit account. PayPal records which cards have been added to any given PayPal account. Same with email addresses, bank accounts, etc. Shoot, they even keep track if emails they have sent out to you and know if the email was opened or not, in case you try to lie and say you never received notification. lol

Would calling from the same phone number to 2 accounts link them? Will they ever check that/or atleast automatic?

OP it sounds like you still have a lot to learn about stealth. Grab the Stealth Book and look around the forum before doing anything else, these questions has been commonly addressed too frequently

I was just about to say that myself.
OP sounds like he has never even heard of stealth let alone the guiding principles behind it.
alin - youre doing pretty much every basic mistake you can and youre not even aware of it. Its amazing to me that all your accounts are not limited yet. Keep it up and they will be. Like empirestate said this is getting old. You need to learn how to do things properly and for that you need to spend a few dollars and get the stealth guide cause noone here is going to take the time to teach all the 'ins and outs' of stealth and of doing things the right way.

Adding a CC will not fix this problem. That's just Paypal throwing something against the wall to see if it sticks and to get you off the phone.

Havent added a card but the payment went through after some hours. I will withdraw the money like ~350$ then I will begin again my business and i will buy the Stealth Book to so i will learn something
