Does anyone out there know if using a remote desktop would help to shield your IP address from eBay and PayPal. I'd like to use my regular home connection and log in to a computer some where else and work my PayPal account like that I believe that this way it is using the other computers IP address. But will PayPal be able to trace it to my IP address too?

RDP stands for Remote Desktop Protocol and it's used by programs like logmein and Windows Remote Desktop Connection.
Your idea will work as long as the remote computer you will be using has a Fresh IP. EB/PP will see the IP of whatever computer actually logs into their servers, so your home IP won't be seen if you're logging in with the remotely connected PC.
VPS would be the same as log me in as long as the IP address that the connection is on is clean correct?
Precisely. Using a VPS in this situation is just another way of basically doing the same thing. With a VPS you would be connecting to a virtual private server to get a Fresh IP to work with. With logmein (RDP) you would be connecting to a virtual private desktop to get a Fresh IP to work with.
Both are solutions for getting a new IP, but there's absolutely no reason to use both RDP and a VPS simultaneously. Using one or the other will both accomplish the same thing.
