when an item is sold in ebay
the money is directely release in paypal
or is hold since the buyer receive the item ?

i have a new business ebay and is my first
i have receive 4 payement in my paypal
i have send all items
but my paypal not allow withdrawals

That is the way PayPal and eBay work.

You will only be able to withdraw the money when the holds are removed which will take upto 21 days.

So long as you have a bank account added it should be pretty straight forward when you go to withdraw your money
