Paypal in limited country

Hello everyone,
I wondering to know if there is any solution to open a paypal for the limited country?
My friend have an Ukraine ID (where paypal is limited) and US VCC.
How can register for the paypal? And use it for eBay?

If you are looking for pp.com account, you can use stealth steps with US IP and US info to make the pp.com.

The only problem is that if you get hit for ssn or ID, you might have to get "Creative" or speak to wise ppl here for assistance...
