How to switch to a different PayPal account?

I have two paypal accounts(I have more tbh, but I haven't used those in years), one is a 6 year old US account, the other one is Hungarian and almost a month old. From now on I want to use the hungarian account because I want to have a fully verified account with card added etc. The US account was asked for tax info back in December that I'm unable to provide, but it hasn't been limited. There isn't much money in that account, about $450, how would I go about sending that to my new account safely?

You shouldn't "send" money to that new account to be completely safe.

Do you mean sending it as a gift?
