Will vanilla visa gift cards work to pay for ebay shipping charges?

OK I made a label thru PP and it charged the card, but the shipping charge is pending on the visa.

Also for some strange reason, the same cost as the label is now available in my available PP balance, which looks like it came out of the funds on hold.

Does that make sense?
