Case opened but funds available??

Buyer opens not received case i try to refund him and get refund could not be completed.
Checked my pp and i see this. The funds that were placed on temporary hold are now available for use.

How old is the sale transaction ?

Buyer has 0 feedback maybe his pp is down?
