Received the same mc011 restriction, paypal has made there decision to hold your money and you will not receive it no matter what for 180 days so there's no way around that and that limitation was probably connected to your mc011 ebay limitation. It seems that all done by ebay during the appeal process is ask for more information or state that they do not have enough, all you can do is submit the files requested and see what they say, i finally gave up and switched to stealth
