As far as the the same computer different paypal accounts question...Yes, you are certainly ABLE to log into multiple paypal accounts from the same computer (and IP). Is it advisable to do that, if you think that there is the possibility that your actions taken with one of those accounts could lead to that account being limited?...No.
Library computers may have 10s of people log into different accounts from the same computer each day, without issue. However, the likelihood that an account in good standing gets limited as a result of it being linked to an account in poor standing is certainly higher if those two accounts have been used on the same computer/IP.
As far as sending money from a new account to an old account (it doesn't really matter if you bought the account or not), that IS possible without being linked. However, if paypal picks up on suspicious activity in either of those accounts, and through the use of IP, cookies, or any other method of tracking finds what it feels is a connection between them, it may limit one or both. From what I can gather from reading posts on here and other places, there is no definitive yes/no when it comes to paypal limitations or linking. Just do your best to stay totally off their radar.
