When did you add the card you are withdrawing to?
You get that "Internal Server Error" if you have only recently added the card you are trying to withdraw to, and the only way to get it fixed is to contact PayPal or wait a LONG time. Contacting PayPal seems the best thing to do here.
DO NOT keep trying to withdraw while receiving that error message, as that will trigger a limitation.
I have also occasionally had it trigger 21 day holds on accounts that didn't have them, as you have experienced. The funds in the account were then placed under 21 day hold, and the amount of time they had been sitting there already wasn't taken into account... it was 21 days from the moment that I got the message, one of PayPal's many irritating glitches. You could probably point out to PayPal how long the funds had been in your account and get them to remove the holds for those payments... although from here on out, it sounds like any future payments will certainly be held.
But you definitely need to stop trying to withdraw if you don't want to get limited. Ask them to fix that Internal Server Error and release the holds on your payments aready in your PayPal... it's your only hope at this point.
