In reality it just doesn't work though as they all eventually end up getting limited

You are able to have an EBay ID per PayPal email.
Usual number is 8.
BUT, there are complications to this.

In days of yore , one could create accounts after the creation of the first and so on and so forth.

But when ebay US got anal about bypassing selling limits, they got weird about letting this occur.

I linked a paypal to two ebay accounts. They work fine.

But if 2-3 accounts in different regions linked to same PayPal. And if COM account is suspended, then the UK and CA and DE will be suspended too?

Just because something works sometimes, for a while, doesn't make it a good idea.

One to one, never re-use anything.

Simple as it gets.
