NGO Account suspended

We run an NGO in Zambia - I registered a paypal account to receive donations in the UK while still residing in the UK. We since moved out to Zambia full time and visit the UK on rare occasions. We have been using this Paypal account without hickups since 2005, not receiving big amounts, maybe on average $300 per month.
About six weeks ago Paypal notifies me that my account is suspended due to security concerns - logged in from an unknown location or something similar. So they ask me to confirm my identity (via text, phone call or uploading proof of identity.) My UK number has long since been disconnected so I upload a passport photo. A week or so I get the same notification - upload passport photo again. A week or so later another notification - so I upload my drivers license. No response from Paypal. It's like they give the option to upload picture identification but don't really accept it or something. I have a balance of a few hundred dollars in there I'd like to get out, and then I think I'm done with Paypal for good. How do I get the money out if they ignore my attempts to identify myself?
