I got banned (from ebay) but had moved out from the old address to another state. Will the new tenant be able to sign up for ebay if they will be living in the address that was banned ( by me)?

Sure. It's not just one thing that will cause an account to become linked/suspended, it's a combination of things.

The tenant will need the same address + name + other details before they will have trouble.

Just want to piggyback on this. If the new tenant happens to have the same family name, there is a great chance he/she will get suspended since eBay will think you are the same house hold. Even if you change the ISP
