Set up international Paypal using US credit cards

does anyone have experience with setting up International Paypal accounts with USA-issued credit cards just for shopping. Not to receive payments so no bank account required.
Is it ok with paypal?

I had an account with Ebay + PayPal USA. When there were 150 transactions, I replaced PayPal with Canada. This account has been working for two years.

I think you can change address on E*BAY* more easily. But when I tried to change my address to a foreign country. P*ay*Pal wanted them to match with the credit card I enter.
Did you change you address on E*bay or P*ayP*al? I have a good E*bay account, But I'm not using this thing for E*bay. It's for something else.

YOU CANNOT change country,you have to open a new Paypal account with that country,if you want to use the same cc,then remove it first from the first one.
