AVS is the system used to validate your payment information, commonly a credit or debit card, when registering it with PayPal.
If your card issuer doesn't support AVS, most, including PayPal, will accept it without an AVS check.
As far as I am aware, AVS is limited to only digits in your address. For example:
AVS:
23 (Door Number)
1234 (Zip Code)
Rather than the full address. As for PayPal limitations, it isn't used as a form of validation, as the technology is for billing, but documentation such as a utility bill etc. would be accepted as a form of "Proof of Address" for PayPal.
