Without knowing how you've done your stealth its hard to say. Something must have linked you.

It really depends on how you set up the shop. You'd have to much more specific in what you did.

I think that thew problem is the VCC

I did a few test with various scenario and I am quite sure that the problem is the the VCC.

the VCC is accepted when creating the shop, but it might be verified deeper in the next 1-2 days.

i think the ip is very im portant too.not only VCC.

Some of the BINs of the VCCs could be on a flagged/ban list
