Default Country for card withdrawals

I got a lot of problems with withdrawing money from American PayPal. I heard that in some countries you can immediately withdraw money on the card. In which country is it better to have an account? And how then to organize the withdrawal of money? How much can you lose on the commission? Are there any people selling ready-made accounts for such countries?

Most accounts being sold on this forum are USA and UK.

This card can be used to withdraw funds directly to a card, this does not work with USA or UK. The site has a list of all the Countries it works with.

You can withdraw to card(almost any card, visa especially) in many european countries for example, EU countries are reported to be most stable

It varies for each card but Loadoo for example don't seem to care

All of thous card "issuers" sells the same cards which are wavecrest cards actually. No matter where you order your card, all thous ladoo, uquid and others are just a third party services which lives from overpricing original wavecrest fees.
