What does Fedex say when you call them? Can they tell you where the package is?
Can you conference them in with PP, or get a rep's number so PP can speak with them? Ask to escalate to a supervisor with authority to make a release.
Worst case, I suppose the funds will release at 21 days. How long has it been?
Ooh, just saw the address change note. That is trouble, don't do that again, but the validation issue probably isn't related to that.
PP is pretty direct, they'll just tell you they're holding your money and if you don't like it they don't care.
Try calling Fedex.
