What VCC can be loaded from Paypal?

Looking for a VCC that can load from PP balance. I hope the VCC provider won't need to verify a real bank account because I need 100% stealth.

Not sure you will find anything like this

You can withdraw to VCC in some countries but they need to be ID verified VCCs
