Does anyone know how to resolve this?

It's not setting up recurring payments but setting up payments so I can receive them automatically.

How old is the account?
This sort of issue usually has to do with the level of trust an account has and is more likely to affect newer accounts that have little to no activity on them previously.

i m facing exact same issue.

i created my paypal account 1 week ago and verified it using virtual bank account. i always make sure that i m using VPN so as to not raise any red flags.

i went on to add paypal as payment in facebook to pay for ads and it showed me a page to verify phone/code or something.....since i didn't have US phone number i closed the window.

then i bought google voice number, added in my paypal and verified my mobile. after that i went to facebook and tried to add paypal but now i m getting this error "Sorry, we weren’t able to set up preapproved payments at this time."

i have tried two different browsers at two different times but same issue.

i always access paypal and facebook using my own VPN and "in private window" browser mode.

any solution?
