No, and Microsoft has stopped supporting windows 7. No current hardware architecture supports 7 properly.
You're going to have to go with Windows 10.
I use an HP 17' with an i7 and it's lightning fast. It's fast enough that it's able to react far faster than I can, and I can't imagine noticing a difference even if speeds get any faster, which I'm sure they will.
I also use a dell 17 inch with an i7 and touchscreen.
Both work really great for anything I do.
The only thing about the 17 inch laptop is you can take it anywhere, but it's really, really big, and heavy compared to the smaller 14 inch thin units.
