Geolocation of IP - country and eBay site -> Truth or myth

I found that people were asking about geolocation of IP when using eBay site. All of the answers (including the StealthBook) were that the location of IP should be at least the same country as the eBay site.
I am a little bit confused about this and I don't know where is the truth.
Based on my example. I started with eBay as a newbie few years ago. I had no idea about VPN, cookies etc. Till this momment I am running UK eBay accounts with IP from other country (IP is from different providers because i didn't care about this due to my stupidity i.e. mostly I was using mobile internet or home internet).
In my opinion, the IP location doesn't matter, because: - you can run the business registered in one country and manage this from another country.
- If you are using certain 3rd party tools (e.g. InkFrog) then the changes are submitting to eBay using their IP (I got this knowledge from your website). So the geolocation of their IP doesn't have to be in the same country as your eBay account (for example inkFrog is supporting all or almost all eBay sites)
After few years my accounts will be probably suspended in few days but from completely different reason which was very stupid.
That's why, now I am going to create some new eBay accounts, taking into account all of the factors which I got through the years or learnt from this website. Therefore I would like to clarify if the IP geolocation really matters or not. If so, what is a proof of it?
