Lost access to VPN.

So, for some reasons, I lost access to one of my VPN accounts. That VPN account contains 15 users and 15 IPs, which I used to access 15 stealth paypal accts.

So I have to log in my paypal accts from new user and new IP. Those 15 paypal accts already have money on it and waiting for 21 days before withdrawal.

How long should I log in these accts from the new IP before I can safely touch the money?

BTW, those accts come with made up phone numbers so I can't pass the security phone check if it happens.

For me, it seems to be about how much history and not so much about how long. I have browsed around for a couple hours before and gained accesses to a blocked account. Log in, click links, etc...let it time out. Log in again, click, browse, etc....let time out and so on and so fourth.
