Non AVS / "Prepaid Gift Card" Partial AVS VCC Pointless Given PP's Updated AI?

Any thoughts here. Is VCC pointless expense ? seeing as non AVS entropay has been ousted and the AVS non-verified zip code option registers as such in Paypal already. *Referring to what I understand about US Paypal only
