so anyway i called paypal and the person i spoke with told me that i should not worry its on the seller to provide tracking and to make sure that the item is delivered??? i just wanna know if this is really true. any words would be respected.

Always have a verified paypal account.
No reason for the seller to not supply a tracking number,imo. If you are worried contact them....
