Okay people it was a glitch. To clarify I followed the SAME procedure I have with seven accounts, so I know how to get pass the page, but for some reason it refused to work on this account here is what I did.
I logged in, on the page with the request, I scrolled down to the bottom and chose contact us. and I emailed them ( I'm an anti caller ). I explained the whole problem...they sent some annoying auto response.
I sent them another message with a screen shot , and that seemed to help things along. 24-48 hours later, I was told the problem was fixed.
Technically it wasn't but I was now able to withdraw. Sometimes when I login Is till get the page requesting my ssn. I scroll down, choose contact us, and then click the paypal logo in the upper left corner and Im sen't to the regular landing page. ( Im sure bookmarking the page would work too ).
