Well you can get a VPN, there are 2 people on the forum who provide this service. One is Aspkin and the other is 123.

Pretty sure they are safe, as far as location....you are not going to find a service that is going to cater to your address, most likely you can narrow it down to a major city. As far IP's go, as long as it's in the USA your fine.
